I'd try to grip the bolt with a narrow pair of pliers (locking type if you have them) and then turn the nut off. Liquid Wrench or similar is your friend here - presoak the threads with it.
Which doesn't solve the problem. The once captive nut needs to be captive. A radiator shop can remove the side panel, get the bolt and loose nut off, install a captive nut and put the panel back on.
The more I know about Minis, the more I know I don't know about Minis.
Tacoma screw or anyone selling aircraft type fasteners should have nut-serts. Or since it's going to be off the car you could tack a nut to the sheet metal. With the nut-sert you will need the installation tool, tack weld might be cheaper.
